every time artesia snapped it there was a penalty. clock would stop because of that.

No , it was a change of possession right before all the offsides started So clock would not run on subsequent play with a penalty. If it had been a normal Penalty , live ball, clock would run when official winds clock

According to the coachhuey site, a reporter called the nfhs, and they said it is legal. But come on, it's a straight guess, and any other time the clock would run.
This is kinda a grey area, like a team on offense continuing to false start on second down so that the clock keeps running . Gets into the integrity of the game aspect.
